Position Summary
We are seeking a hardened and technically expert Telecom Executive Project Manager to own and drive the nationwide network infrastructure roll-out. This is a senior leadership role demanding extensive experience in telecoms and campus-network buildouts. You will be responsible for the planning, design, procurement, and construction of all network components, including fiber backhaul, Wi-Fi/WiMAX campus networks, and VoIP services, ensuring reliable, high-speed connectivity is the bedrock of our initiative.
Key Responsibilities
Strategic Leadership & Execution:
- Act as the CEO's primary advisor on all telecom and network infrastructure deliverables.
- Define and own the project charter, roadmap, and integrated project plan for the nationwide network buildout.
- Establish and lead a Project Management Office (PMO) for the infrastructure stream, focusing on rigorous cost, schedule, and risk management.
- Present detailed progress, risk, and budget reports to the Board, investors, and regulatory bodies.
Technical Delivery & Network Build:
- Lead the end-to-end planning, design, and deployment of large-scale telecom projects, including:
- Fiber Optic Network planning and rollout for backhaul connectivity.
- Dense Wi-Fi 6/6E and/or WiMAX networks across multiple school campuses.
- Design and implementation of a centralized VoIP system for inter-school communication.
- Potential Fixed Wireless Access (FWA) or other solutions for student home connectivity.
- Manage all aspects of network infrastructure, including RFPs, vendor selection (ISPs, hardware vendors, tower companies), and civil works.
- Ensure all designs and deployments meet international standards for performance, security, and scalability.
Stakeholder & Governance Management:
- Serve as the single point of contact for all infrastructure workstream executive communications.
- Navigate complex regulatory environments and manage relationships with the Nigerian Communications Commission (NCC), local governments, and land/property owners.
- Implement and manage primarily Waterfall methodologies for large-scale construction and deployment, with Agile elements for certain software-defined networking (SDN) components. Must be an expert in tools like MS Project, Primavera P6, or similar.
Qualifications & Experience
- Essential: Bachelor's degree in Electrical Engineering, Telecommunications, or a related field. MBA or other advanced degree is highly preferred.
- Essential: 7+ years of senior project/program management experience, with a proven track record of delivering large-scale (budget >$10M) telecom network buildouts (fiber, wireless, campus networks).
- Non-Negotiable Expertise: Demonstrable, hands-on experience in the planning, design, and build of telecom and campus-wide networks. Must understand RF planning, fiber splicing, network architecture, and passive/active infrastructure.
- Non-Negotiable Experience: Direct experience in setting up and running a Project Management Office (PMO), with a certification such as PMP, PgMP, or PRINCE2.
- Extensive experience with both Agile and Waterfall methodologies, proven through hands-on management of complex project timelines and dependencies.
- A documented history of working with and presenting to C-level leadership of globally recognized corporations (e.g., major telecom operators, infrastructure vendors, Ericsson, Huawei, MTN).
- Exceptional communication, negotiation, and contract management skills.
