Description
KEY RESPONSIBILITIES:1. Establish, lead and mature a regional PMO operating model aligned with offshore wind development and execution requirements.
2. Foster a strong team culture based on trust, accountability and collaboration across geographies. Promote a "one team" mindset across Development, Execution and Operations functions. Work as a proactive team player within a matrix organisation, balancing functional excellence with project delivery priorities.
3. Define, implement and continuously improve project controls standards, policies, procedures and governance frameworks, including stage gates, change control, contingency management and assurance.
4. Ensure consistent application of project controls across countries, projects and phases.
5. Develop and implement a project reporting system to provide regular updates on offshore wind power project status, risks, and issues to project stakeholders and senior management.
6. Review and report against project governance requirements for offshore wind power projects.
7. Analyse project data to identify trends, areas of improvement, and opportunities for cost savings and efficiencies for offshore wind power projects.
8. Develop and deliver training programs to enhance the skills and knowledge of project controls staff for offshore wind power projects.
9. Any other duties as assigned.
QUALIFICATIONS / EXPERIENCE / KNOWLEDGE REQUIRED
EDUCATION & QUALIFICATIONS:
Essential - Bachelor's degree in engineering, Construction Management, Project Management, Finance or a related discipline. •
Good to have - Postgraduate qualification (MBA, Project Management, Finance or similar). • Professional certifications such as PMP, APM, AACE, PRINCE2 or equivalent.
WORK EXPERIENCE:
Essential - 12+ years' experience in project controls, PMO leadership or project management within large, complex capital projects.
Demonstrated experience supporting offshore wind, renewable energy, energy or major infrastructure projects across development and execution phases.
Proven leadership of regional or multi-country teams within a matrix organisational structure.
Strong experience partnering with finance teams on budgeting, forecasting, cost control and investment reporting.
Good to have - Experience working within joint ventures or multi-partner project structures.
Exposure to project assurance, audits or investment committee processes.
TECHNICAL/PROFESSIONAL SKILLS:
Project Controls Excellence
• Provide leadership across all project controls disciplines, including cost management, scheduling, risk and opportunity management, progress measurement, forecasting and reporting.
• Support project teams in developing robust schedules, budgets and integrated cost and schedule baselines.
• Analyse project performance data to identify trends, risks, opportunities and improvement actions.
Good to have - Experience leading PMO digital transformation or system implementations.
Familiarity with Power BI or similar analytics and reporting tools.
Financial & Commercial Integration
• Partner closely with Finance and Investment teams to ensure accurate cost control, forecasting, cashflow tracking and alignment with business planning processes.
• Support capital investment decision-making through transparent, reliable and timely project and portfolio reporting.
• Strengthen financial governance and discipline across development and execution projects.
Systems & Digital Enablement
• Own and integrate project controls systems and data flows across enterprise platforms, including Microsoft Business Central, Anaplan, SharePoint and project scheduling tools (e.g. Primavera P6, MS Project).
• Drive consistency, data integrity, automation and efficiency in project reporting and document management.
• Lead continuous improvement and digitalisation of PMO systems, tools and processes.
Enterprise Reporting & Stakeholder Engagement
• Provide clear, concise and decision-focused reporting to senior management, investment committees and joint venture partners.
• Translate complex technical and financial information into insights that support timely and informed decisions.
• Act as a key interface between project teams and corporate functions.
People Leadership & Capability Development
• Build, lead and develop a collaborative, high-performing regional PMO and project controls team.
• Coach and mentor team members, promoting knowledge sharing, professional development and continuous improvement.
• Advanced knowledge of project controls disciplines including cost management, scheduling, risk and opportunity management, change control and performance reporting.
• Strong financial acumen with the ability to interpret, challenge and explain budgets, forecasts and cashflow.
• Demonstrated experience integrating project controls with enterprise systems, including, Microsoft Business Central, Anaplan, SharePoint, Project scheduling tools (Primavera P6, MS Project or equivalent)
• Strong analytical capability with a data-driven approach to performance management and decision support.
• Solid understanding of offshore wind project lifecycles, contracting strategies and risk profiles.
NON-TECHNICAL/SOFT SKILLS:
• Collaborative, team-oriented leadership style with the ability to work effectively across functions, cultures and geographies.
• Strong influencing skills and the ability to align stakeholders without direct authority.
• Clear, confident and credible communicator, able to simplify complex technical and financial information.

• High emotional intelligence and resilience in fast-paced, evolving environments.
• Willingness to travel within the Asia-Pacific region as required for offshore wind power projects.
Good to have - Experience leading teams through organisational change or PMO transformation.
DECISION MAKING AUTHORITY:
The role has authority to define PMO standards, systems and ways of working across the offshore wind organisation. While it does not hold direct approval authority for project budgets, it is accountable for the accuracy, integrity and transparency of project and financial performance information that underpins senior management and investment decisions.
RELATIONSHIPS/INTERACTIONS WITH OTHER EMPLOYEES / DEPARTMENTS / ORGANISATIONS:
Existing General Managers (ie. in JP, KR, TW/PH, AU)
• Regional and Country General Managers - alignment of governance, delivery approach and performance reporting.
• Development, Execution and Operations Teams - integrated planning, controls and decision support.
Department Heads
• Finance & Investment - budgeting, forecasting, cashflow and investment reporting.
• Procurement, Engineering, HSE and other Corporate Functions - coordination of controls, reporting and documentation.
External Consultant
• External Consultants and Joint Venture Partners - assurance, benchmarking and performance transparency.
ROLE DIMENSIONS
The role does not carry direct accountability for CAPEX or OPEX budgets, but plays a critical role in tracking, forecasting and reporting project and portfolio financial performance, ensuring reliable information for management and investment decision-making.
